Description: Capital Projects Planning/Three Improvement Projects

Type: Guaranteed Performance

Total Savings: $2,168,416 Energy / Operational / Maintenance Costs

Background

Macon Co. R-I serves 1,400 students in north central Missouri. In 2003 the District embarked on a plan to increase energy efficiency and update aging building systems. The first priority was a 40 year old building without air conditioning. High temperatures were uncomfortable and produced an unhealthy and unproductive learning environment. Many of the old, existing single pane windows were partially covered limiting the amount of inward natural light. This light quality created a poor learning atmosphere and was inefficient. The electrical capacity in the classrooms was overloaded, creating a nuisance and limited the ability for teachers to make use of equipment/teaching tools in the classrooms. Macon School District was committed to addressing their facility needs, but they also knew they had a tight budget.

Solution

macon1Dr. Long, 2003 Superintendent, was familiar with Performance Contracting and saw it as a “great financial option” for achieving the building improvements. The District looked to CTS Group to help design and implement the much needed improvements and to begin a long term relationship to continue to bring energy efficiency and facility enhancements to Macon Co. R-I. CTS reviewed the facilities and needs of the District from a long term master planning approach.

Projects

Phase I - 2003: Energy efficient window replacements; electrical system upgrades; ceiling and lighting retrofit; HVAC retrofits and the addition of air conditioning; building automation system.

Phase II - 2009: Fast-track design/build project to enhance the learning environment with additional classroom space and renovation while maintaining the character of the 1930 structure. By utilizing this approach rather than the traditional design/bid/build process, the project was able to be completed in only seven months.

  • Two-story 10,000 sq ft classroom addition; complex design integration with the District’s architect
  • Renovation of administration office, media center and library; locker replacement
  • Energy efficient T8 lighting; HVAC upgrages; building automation system

Phase III - 2011:

  • Expansion of the building automation system
  • HVAC modifications to eliminate steam system at the High School
  • District-wide energy efficient lighting upgrades
